- Singapore Citizen or at least one immediate family member is a Singapore Citizen
- Resident of South West District
- Per Capita Income of $1500 or less, and
- One of the following: --Has one or more children aged six years and below at the time of application ; or --Senior aged 60 and above staying alone or together with other senior(s) aged 60 and above in the same elderly household
