Fiancé/fiancée pairs form the core family nucleus to buy a flat. Key conditions include:

  • Citizenship: For new flats, applicant must be a Singapore Citizen and include at least one other SC/SPR. For resale flats, applicant must be SC/SPR and include at least one SC/SPR occupant; all SPR applicants/core occupiers must have held SPR status for at least 3 years if no SC in the household.
  • Age: At least 21 years old.
  • Income: For new flats, income ceilings apply (e.g., 2-room Flexi (99-year) up to $7,000; 3-room up to $14,000 or $7,000 depending on project; 4- and 5-room up to $14,000; higher ceilings when buying with extended/multi-generation families as specified). No income ceiling for resale flats, though ceilings apply to qualify for CPF grants and HDB loans.
  • Property ownership: All applicants/occupiers must not own or have interest in any local/overseas private residential property and must observe required wait-out periods after disposal (typically 30 months for new/Plus/Prime/resale with grants or HDB loan; 15 months for non-subsidised resale without HDB loan). Non-residential property: limits vary by purchase type (generally up to 1 at HFE application for subsidised options). Special provisions apply to citizens aged 55+ buying short-lease 2-room Flexi or 65+ buying Community Care Apartments.
  • Previous subsidies: Count towards second-timer status and resale levy when buying from HDB; do not bar resale purchases but affect grant eligibility.
  • Undischarged bankrupts: Prior consent required from the Official Assignee/private trustee for larger/ higher-priced flat purchases; not required if listed only as occupier. Other conditions and definitions (e.g., core family nucleus, MOP) apply as per HDB rules.

How to apply

  1. Apply for an HDB Flat Eligibility (HFE) letter via the HDB Flat Portal to get a consolidated assessment of eligibility to buy new/resale flats, indicative HDB loan, and CPF grant amounts.
  2. Review your HFE results to decide on a new flat (BTO/Sales of Balance) or a resale flat (Standard/Unclassified, Plus, or Prime), and applicable grants.
  3. Proceed with the relevant buying process: submit applications for new flats during sales launches or follow the resale process on the HDB Resale Portal.
  4. If taking an HDB housing loan or applying for CPF housing grants, submit required documents as guided during the process.
