The Community Foundation of Singapore offers grants to Singapore-registered, secular IPC charities to strengthen programmes, infrastructure, capabilities, and research that benefit the community and environment. Funding spans Programme, CAPEX, Capability Development, and Research categories.
Overview
CFS provides grant funding to well-governed Singapore charities to advance community and environmental impact. Through donor-established funds, CFS supports charities with different types of needs and project stages.
- Four grant types: Programme Grants, CAPEX (capital expenditure) Grants, Capability Development Grants, and Research Grants
- Supports programme delivery and manpower for community/environmental outcomes
- Funds infrastructure and systems upgrades (e.g., buildings, equipment, software) that enhance service delivery
- Builds organisational capability via training, education, and consultancy to improve service standards
- Enables research, surveys, and test-bedding new solutions to inform programmes and policy thinking
- CFS conducts thorough assessments and develops donor-facing proposals; disbursements follow donor recommendations
- Reporting is required for larger grants to demonstrate impact and accountability

Eligibility details
Charities must: (1) Have Institutions of a Public Character (IPC) status; (2) Be secular and non-political; (3) Be based and registered in Singapore and meet local community needs; (4) Align with CFS’s identified causes; (5) Demonstrate a positive outcome for the Singapore community and/or environment. Programmes should focus on underserved issues, be evidence-informed, show clear outcomes, have implementation readiness and risk mitigation, include SMART indicators and monitoring, and maintain clear financial oversight. Programmes with ≥2 years’ track record are considered mature; <2 years, CAPEX, and research projects are evaluated as innovative/emergent with more rigorous review.
How to apply
- Complete CFS’s Know Your Grantee Check and sign the Grant Partnership Agreement. 2) Submit a completed CFS grant application form for a specific purpose (Programme, CAPEX, Capability Development, or Research). 3) CFS evaluates the application and may request further details. 4) If approved, CFS prepares a donor-facing proposal. 5) Upon donor recommendation, CFS disburses the grant via bank transfer or cheque. 6) For grants ≥ SGD 25,000, submit an end-of-grant report on utilisation and impact. Note: Application submission does not guarantee approval, proposal development, or funding; donors retain final recommendation rights.
