Family Justice Support Scheme (FJSS)

Legal aid for family law matters if LAB rejected.

Overview

The Family Justice Support Scheme (FJSS) provides legal aid and representation for eligible applicants in family law matters.

However, FJSS does not cover Adverse Costs ordered by the court.

Eligibility & Application Process:

  • Singapore citizens and permanent residents must first apply to the Legal Aid Bureau (LAB).

  • If rejected by LAB, they may apply to FJSS.

  • Foreign spouses with Singaporean children may apply for legal aid under the Pro Bono Legal Clearinghouse.

Additional Support:

The Modest Means Legal Clearinghouse offers referrals to lawyers at reduced rates for those who marginally fail the LAB means test.

Eligibility details

Eligibility for FJSS requires:

  • Singapore citizen, permanent resident, or foreign spouse with Singaporean children
  • First approach Legal Aid Bureau (LAB); if rejected, may apply to FJSS
  • For Modest Means Legal Clearinghouse: marginally fail LAB means test
  • Average Monthly Per Capita Household Income (PCHI) ≤ S$950 for last 12 months
  • Annual value of residence ≤ S$13,000
  • Savings and non-CPF investments ≤ S$10,000 (under 60) or ≤ S$40,000 (60 and above)
  • Submission of NRIC/passport, child’s birth certificate, legal/court documents, income/property/asset documents
  • Not eligible if no Singaporean children (for foreign spouses)
  • Adverse Costs are not covered

How to apply

  1. Apply to Legal Aid Bureau (LAB) first (for citizens/PRs).
  2. If LAB application is rejected, upload rejection letter or provide details if unavailable.
  3. Complete FJSS application form, submitting required documents (identification, child’s birth certificate, legal/court documents, income/property/asset documents).
  4. For foreign spouses with Singaporean children, apply via Pro Bono Legal Clearinghouse.
  5. For Modest Means Legal Clearinghouse, submit proof of marginal failure of LAB means test.
  6. Application takes about 15 minutes if documents are ready.
